How does ChatGPT decide which local businesses to recommend?

The short answer
For most local questions, ChatGPT runs a live web search, opens a handful of pages such as review sites, directories, local articles and businesses' own websites, and writes its recommendation from what those pages say. In Cloute's data, ChatGPT named a local business 79.4% of the time when it had opened one of that business's own pages, and 21.1% when it had not.
What happens when someone asks
- It reads the question for the place, the kind of business, and what matters to the person (price, hours, speciality, distance).
- It searches the web, often several times with different wordings.
- It opens a small number of the results. Each opening shows up in a website's server logs as ChatGPT-User.
- It writes an answer from what it read, usually a short list with one business first, and links some of its sources.
What that means for a business
- A business that is in the pages ChatGPT opens can be named. One that is not, mostly is not.
- Clear facts help: what you do, where, for whom, hours, and what customers say. Pages that answer the exact questions customers ask are easier to use in an answer.
- Consistency helps: the same name, address, phone and services across your site and the places that describe you.
- Readability matters: ChatGPT's crawlers do not run JavaScript, so text that only appears after scripts load is invisible to them.
- Answers vary. The same question asked twice can name different businesses, so one check proves little.
Other engines do not answer the same way
Each engine searches and reads differently, so a business can be strong on one and missing on another. In our data the gap between read and not-read businesses ranged from 2.7 times on Google AI Overviews to 7.3 times on Claude.

Why does ChatGPT recommend my competitor and not me?
Usually because the pages ChatGPT opened while answering described your competitor and not you. Measuring which businesses it names, for which questions, is the first step to changing that.
Does ChatGPT read my website?
It can. Check your server logs for ChatGPT-User (live reads during an answer) and OAI-SearchBot (indexing for ChatGPT search).
Does ChatGPT always give the same recommendation?
No. Answers vary between runs, users and locations, which is why AI visibility has to be measured by asking many times.
